say if Fred come 98% 2/94 for 2u maths, will the Bob in james ruse who came 90% 84/94 get a better scaling?

Usually, yes but it still depends how well the person beating Fred does in the HSC exam.
If the person beating Fred gets 100% in the exam and the person coming first in James Ruse gets 60% in the exam, Fred will be moderated up while Bob will get moderated down but that is very unlikely.

Other than that, there is no more scaling or moderating because of the different schools students attend.

Oops. I've made a mistake.

Ok. You need to beat Sorabh by heaps in the HSC exam and hopes he gets significantly lower than you. Then you need to hope that no one else in the state gets a higher HSC mark.
So basically all you can do to ensure that you have a good chance of coming first in the state is to get 100 in the exam. That way you'll end up with a HSC mark of around 99.

You won't be scaled down if the school does well. So if the top guy does well, don't expect the school to 'scale' down other students unless your far from the top.

Keep this in mind, if the top guy gets a good HSC exam mark and you're ranked very close, you get a high assessment mark. The HSC mark will then depend on that plus your own exam mark.

The closer the better so i guess 1 mark below would give you a better chance to come 1st in the state
