OK get this:

At my school, we structure the Preliminary course by more or less learning the same topics as 2 unit people, but at a more advanced level and difficulty.

At another school (e.g. Sydney Boys), they structure the Preliminary course in a way so that the students learn all of the HSC 2 unit course before Year 12 begins.

The Preliminary Extension course or the HSC 2 unit course in Year 11? (I assume the one syllabus is fixed for Year 11)

At a glance it looks like the Sydney Boys' way facilitates doing Ext. 2
I don't think the syllabus is fixed for Year 11 at all; certain things just need to be covered before other things. E.g. you'd find it mighty hard to do polynomials without calculus etc. Some of the things that other people did in year 11 we (at SGS) don't cover till after the trials.

No, you're slightly incorrect. Only half the grade does that.

Up to 20% of Maths Preliminary content can be examined on in the HSC, so it's a bit more flexible syllabus-wise than other subjects. It's really up to each school to decide whether they stick to their chosen textbook or go their own way.

Sydney Boys just does it apparently to inflate the amount of >90 HSC marks so that they look better in the paper...

As for the original question, in my experience, most schools will teach various elements of the course according to their own timetable and structure however by the end of Yr 12, everything should be covered.
