Is there a specific list that shows what Australia has signed/ratified, and what Australia has actually passed as domestic law?
Also, are signed and ratified the same thing?

Signing is just basically signing the convention without any solid implementation. Ratifying is the process by which the State implements the conditions of the Convention into the nation's domestic laws. Any example of such would be the Convention on the Rights of a Child [CROC], Australia signed this convention and since then has taken its concepts into its domestic law e.g. the concept of best interests of a child and the concept of education.
