Yes, you register for both, if they are enabled on tutorial registration days when the school is open.

To pay your heaps, you go to the cashier, but they are only open for a few hours each day, in the morning.

yeah they'll get you to fill out all of those forms then so make sure you have your TFN and stuff at hand on the day.
