I'd do it this, simple way.

You'd include the Pharaoh as an official. As we all know, you can't just say something's something because you say it- I'd briefly show that the Pharaoh was an important leader both practically and ideologically in the bureacracy. Hence, he's an official, and you can talk about the actual question, which wuold be like "talk about the main officials" or something.
