Let's hypothetically say that there are only 2 people in a certain subject. And that the person who is coming 2nd has left a major project (examined internally) till the last day, but really doesn't care because he's fairly certain his rank will stay 2nd, and not be pushed up (due to a poor trials result).

Should this person be worried about getting a crap mark on the major even though it won't affect ranking? Or should he just not stress himself and just hand something so he doesn't get an N award?

In other words, will the spacing between the two people affect the final HSC mark for that subject, or is rank 2 rank 2 no matter what?

lol :p

Even though this has got nothing to do with uni, here's the answer: Yes the spacing between ranked students matters. The spacing will also be reflected in the moderated School Assessment mark on your final HSC report.

The moderated school assessment mark for a 2nd ranked student can be really different depending on how close he/she is to the person ranked first (unless the class only has 2 students).
