Need this be the case? What if the majority of the community exhibits a racist attitude towards a particular racial group. Suppose further that the majority of the community would rather not use facilities (e.g. restaurants, pools, gyms, shopping centres, etc...) with this particular group. Mightn't it then be in the financial interests of many businesses to exclude the disliked group, so as to attract more of the greater racist population?
Possibly analagous cases --> female only gyms, clubs/restaurants with dress codes, and so forth. Essentially I'm wondering whether you can, in fact, establish that racial discrimination by businesses will tend to disadvantage then. If you can't then perhaps it's worth considering legislation against certain forms of discrimination (i.e. allowing for some government control rather than leaving it all up to the business/provider)?
