perhaps that is not the way to go. You have to eliminate the reason for commiting the crime, rather than shoot the messenger. How about this for example?

In that case, you would be suggesting we hang the men and women who stole food. Inenvitably this crime would keep reoccuring, unless we fix the root of the problem.

In this circumstance to do with heroin and such, we should have legal injection rooms. This eliminates the need for obtaining drugs from other sources, hence this will severly cut illegal imports for drugs, hence there will be less cases of the "mule" (ie. corby).
