The speed of light it always constant. However, at relativistic speeds time dilation and length contraction occurs. This is because as speed = distance x time, if the speed is to remain constant time and distance must change. Therefore, the answer is D.

D - the speed of light is always constant and the fastest speed at which anything can travel.

In the equation
u’ = c
v = 0.6c
u = (c + 0.6c)/(1+ 0.6) = c
It’s a MCQ, clearly no calculations were really required, just a recognition of the simple fact about the speed of light.
