It comes down to a lot of factors... nobody thinks that inner city universities have higher average graduate wage rates, because big business is located in the centre of the city and people who go those uni's don't see a problem chasing big money in the city, whereas regional university wage rates are lower because students usually live around the university and choose jobs closer to home which pay less because they aren't big business.
And because thats the general trend, the average tends to show this... sure there are exceptions but they are exactly that, exceptions.
I know that I'd be happy to work for 45k a year 15 minutes down the road, working 38-40 hour weeks instead of travelling 1-2 hours in peak hour traffic, working 55 hour weeks, for a job paying 65k a year.
