You don't need to go to Uni to learn a Language; IMO it is a complete waste of time/money. I think the ideal way to learn a language would be to go and live/work in a country that speaks that language. Otherwise there are a ton of books/workshops/tutors/short course that cost way less, and allow you to study something worth wild at uni.
Here's a tip. Do both. Do proper study at uni, then spend some time on exchange.

What is the rigour of a uni language course like compared to TAFE, for example? Are there any advantages or disadvantages to doing one over the other?

Well if it is your emphasis or primary major, you learn almost every aspect of the language from simple communication/conversational to the history to the written language
