he applied a magnetic and the ray travelled in a circular arc, and he measured the radius of that.
in the second part (or the first, it makes absolutely no difference the order) he balanced the magnetic field with the electric field.
here is the maths of how he determined the ratio using those two techniques:

mv^2/r = qvB (magnetic field only applied)
q/m = v/Br (with q/m being the ratio he needed)

then he balanced the fields

qE = qvB
v = E/B

then combing those equations:
q/m = v/Br
= E/B^2r

and E, B and r are known quantities as long as you measure the radius when only the magnetic field is applied

you show me how he could come to that result applying only the electric field and then balancing it with the magnetic
