Is it possible to transfer courses outside of the internal transfer program dates?

No, from the information provided. (I assume you mean program/plan when you say course). I believe you can change your major at any time.

You can however, just do the courses/subjects necessary for the program you want to transfer into. It's a risk you take because you aren't guaranteed a transfer.
