In "Hamlet" there's moral order in the form of Elizabethan values and people taking action etc (Hamlet eventually!) but Stoppard makes the point in the transformed text to convey the decay of society and the stagnant state in which '60s society was in. A "spritual wasteland" due to R+G's lack of belief in themselves and not taking action to make their own lives worth living.
This absence of moral order creates universal chaos in "R+G"
