Underlining shortcut key (1 Viewer)

Folks,
after formatting my computer today, I got rid of a setting that I took for granted. That is, the shortcut key would be underlined in a selection option. For example, if I right-clicked on a file, the normal bar would come up with 'Copy', 'Paste', etc, but the C and P would be underlined in the word.

This happened with buttons as well, the A in 'Apply' and N in 'No' for example.

It wouldn't be such an issue if I wasn't using a program that is made 10x easier if there are the little underlines.

I have a feeling that I got the underlining when I installed some utilities programs.

Has anyone come across it before, and know how I could get it back?

I need the underlines back.

Because I didn't backup anything other than my music and my work.

Having a clean PC is so fresh. *sniffs the freshness*
