I'm inclined to think the reason for his post to have those characters is he's using an IME on Windows to type in English characters. You'll also see something similar in a lot of Asian forums (and also torrent file shares) whereby the characters either come out a bit funny or spaced out- it appears normal (by their standard) on their own PC, but when posted on here it looks funny.
(note: BoS supports the standard Unicode and Chinese characters so I'm guessing it must be another program? e.g. NJStar? *shrugs* But either way, give him a break- it probably looks fine on his PC and hence he has NFI why others are being so hostile towards him- or just you.)
