Are the UAI cutoffs lower for an international student??

or are they the same??

For 2009 entry, you have to wait till we finish the HSC and get our UAIs.

runnable is right, but most universities are able to give you an idea of the ongoing requirements for international student entry. It really depends on what qualification you will be completing (and thus where you're coming from). This is the University of Sydney's international student information page, for example- most Australian universities will have one like it:
