say you can only have 1 passenger 16-25 AT ALL TIMES. So if I cross the border with my friends am I instantly doing something illegal? I'd planned to go to melbourne is all.

I just called vicroads and its true that you take on their rules in regard to P platers, so that means unless you got your licence before July 1 you can't have more than 1 passenger.
Edit: Until you're on your greens.
