so if the uai is a rank where approximately 1% of people would get each rank .. that means nearly a third of all the students who sit the hsc will get the '30 and below'? wow. i guess that's fairly obvious, but i suppose i never realised how common that lowest mark is to get.

No, this is not strictly correct. The UAI calculation also takes into account the people who completed the SC, but didnt sit the HSC. Don't ask me how they do that, but they do. So my guess is that the majority of the >30 UAI people did not sit the actual HSC and dropped out after Yr 10.
