I want to do commerce(liberal) at USYD, my ATAR was 98.35. The cut off seems to be going down?

Fair chance. Don't worry about it, who cares - stay back, do nothing and wait. You can't do anything about it anyway. Wait until offer day, and if you get in - great. If not, reconsider.

I'd say regardless, use this time now to prepare for the worst.

Even though I'm year 10, I'm just going to put an assumption it can't rise by that much, due to the fact ATAR cut offs mainly based of popularity right? So it would take time for it to go up/down a lot unless they can determine the popularity of a course in the next year.
