Why is there such a massive difference in ATARs between Macquarie Uni and Usyd/UNSW? IT at Macquarie is 75 whereas its like 94 at the big two and I've heard Macquarie is pretty renowned for it's IT course.

Demand. Unis that get a lot of applicants with higher ATARs have the luxury of making the cut-off higher.

The uni doesn't make the cut off higher. It's not only demand that dictates the cut off, but also supply. If there are 200 spots available, the cut off becomes the ATAR of that 200th person who received an offer.

Cut offs are determined after offers have been released. You are not competing to meet an ATAR, you are competing for a spot. If there are only 200 spots and your ATAR is the 201st highest, then you will not receive an offer.
