Alright - Here's the Situation.

You're having lunch with a friend and someone good-looking catches your eyes and so it happens that you caught their eyes as well... Like normal human-beings you both smile and turn away cause you caught each others eyes...
During the duration of the lunch you keep catching and dropping eye contact...

What would you do in this situation between the two of you part ways?

It's recently happened to me - And i've been kicking myself for not having the balls to go up say hi or something...
Something as in... I wouldn't know what to do or say afterwards?

Why is it that relationships don't happen from random encounters anymore but rather meeting someone from a friend of a friend... Sorry to get off topic there ^

Depends what you feel like. If you feel good about it and think she might be calling you over go say hi. Saying hi is easy and simple, nothing has to happen from it[and probably wont] but small chit chat gives you both an opener if seems ok and you want to take it further.

keep watching until they are about to leave, when they get up, say to your friend "oo i know her hold on a sec I'll be right back" run up and say something along the lines of: hi, hello, hey etc. Then something like I couldnt help but look noticed you looking at me looking at you while we were having lunch there blah blah blah just wing it man!!! lol

This is actually a hard situation to which I know not the answer.

It's easy to do in a club or even pub after a couple, but in a cafe/restaurante, not so much.
