For School Recommendation scheme to be considered by UTS, there must be a proven EAS. However im confused how an early offer is granted if the EAS is released on the 19th of Dec and ATAR released on the 15th of Dec. Shouldnt it be released before? so UTS can consider my early offer application. Sorry, a bit confused

I'm not familiar with the school recommendation scheme or EAS, but generally UTS inform people about early offers after ATARs are released.

Early refers to the Early UAC round (which occurs before main round), not getting an offer prior to receiving your ATAR.

Yeah, looks like the SRS has nothing to do with early offers:

Keep in mind you’re eligible to receive multiple SRS offers from participating universities and may receive one in an earlier UAC round. Although we won’t make you an early offer, we will confirm your SRS eligibility following ATAR release. To receive this advice you will need to have already set a UTS course as one of your preferences.
