Hi im posting this for my friend cuz hes too lazy to make an accoutn and ask the question himself,

He crapped his UAI during 2006 HSC, and spent last year doing a foundation course at UWS and did realyl good, so he thought he might be able to transfer to a university. Well for the 2007 UAC applications, he was a retard and just put any course he liked in no particular order. His first ACTUAL preference was a Bachelor of Science in IT @ UTS, and his other preference was Computer science at UWS.

Well in his UAC applications he put UWS as his first preference, and UTS as his second or third. He got an offer for UWS, but after i told him how stupid he was...he regrets it and wanted a shot at UTS.

Is it possible for him to accept the course at UWS, and then change his preferences to make UTS first, and then have a shot at the late round. OR if he accepts his first preference does it make him inelligble to participate in the first round, or is it even possible to change the preferencfe of an accepted course.

He should accept his current offer and change prefs for the late round. He can withdraw from an offer he's already accepted, he'd just have to notify UWS about it.
