Depends on the subject. In general a literature review is a summary of existing knowledge about a particular subject matter, including the history of it's development.
For example if it is about atomic physics then one would start with discovery of structure of atoms (who did it, how, give a reference to the original papers) then discuss subsequent developments by different scientists.. place in it's (subject matter) historical context, that is how did it come about, when and how did it affect subsequent developments. you shoukd ofcourse include the contemporary view and results.
depending on the specific area, you should include some specific details of things. In the previous example, one would explain certain concepts in physics in the review at a level that is suitable for the intended audience.
