man[/I] a fish; you have fed him for today. Teach a man to fish; and you have fed him for a lifetime.”

I'm all for charity. For instance if someone has fallen upon hard times, we should help them get back on their feet. But the ultimate goal should be to make them self sufficient again.

In Australia, welfare basically means an entitlement to regular payments for doing nothing. This doesn't help anyone, least of all the welfare recipients.
So true. Which is one of the many reasons the intervention was a failure. It does not teach people responsibility nor provide them with skills, simply takes a 'naughty naughty' approach by removing certain privileges and does nothing to empower them to so they can regain what has been taken.

We need to start shutting down those communities and move them towards the cities.
