Is band 6's based on JUST external results? or... are they based on the average of the external and internal results (the HSC mark).

Pretty sure they use the average when they calculate the ATAR. So b6 is probably average aswell

Definitely the final HSC mark.

I have had a number of students over the years who got over 90 for their external exam mark but they didn't get Band 6 because they weren't ranked first, or high enough, to get the assessment mark up to 90 so no Band 6.
