It's not so much STRANGE, but more different & innovative.
Siobhan Donaghy is very good in terms of production and vocals.
Ayumi Hamasaki is also very good.

Probably some of the esoteric corners of electronica. The main band which comes to mind is Autechre whom I find interesting but at the same time unpleasant and thoroughly inaccessible.
