How do they estimate HSC mark if cohort doesn't sit the exam (1 Viewer)

How would student's HSC mark be estimated if none of the cohort sit the exam? It seems reasonable that the marks would be based on internal assessments but how would these marks be moderated?

For example, in extreme cases i have heard in regional towns flash flooding has caused the exam to be canceled etc

If there is one person in a class you mean? If so their marks is everything

Is this speculation or is there evidence to back up what you've said? SC is vastly different to then HSC (one being the subjects; someone who dislikes maths and science "may" not have done well in those sections, but has done decently well in HSC humanities subjects); it wouldn't be a fair comparison.
