At lower ranked schools ~200's, my ancient history teacher had mentioned that just before the HSC exams, she chooses one student who she thinks is first place in the cohort in the subject and sends that name over to the BoS. Is this true and is this for the scaling purposes of the HSC exam (e.g. first internally gets highest external mark)?
She also mentioned that she sent a student who she believed would get the highest mark externally but ended up coming third in the exams so it ended up being a poor choice and disadvantaged the two kids that got first and second externally. Any explanations on this?

My ancient teacher - who's also the head of the faculty - did not do that. She knew that I would do well and possibly the best in the externals as reflected in my trial marks. However, I was still only ranked 2nd and she left all the ranks as they were - in the interest of fairness. However, she gave me numerous tips to further enhance my external marks and I ended up coming first in the externals for the HSC.

To answer your question, I would not know why she would do that when it's not a guarantee.

Just leave ranks as it is. That's the best/fairest way.

The school sends every students marks/ranks to BOS, because without them, BOS cannot determine internal marks.

I think what OP means is that the teacher plays with the ranks etc. So that there is little disparity between them to scale higher.
