to test how ready you are to do some hard work/study at uni
since not everyone can or should go to uni as places and resources are limited...
and the 13 years of schooling would really be basic education that's considered to be necessary/good to have done to appreciate those around you/blend into the society while uni work would mainly be part of specialisation to become part of a skilled workforce.

As mentioned earlier, you're not the only one going through this, it's arguably your toughest schooling year yet but it's not the end all of life. Take it easy.
