m cannot be -4 because it would lie parallel with the second line on the absolute value graph i.e. one intersection
likewise, 7/6 means that it only touches the vertex i.e. one intersection
so m should be between those values (desmos helped me visualise this better)

Well y=mx passes through (0,0) hence its gradient m would need to sit in a range where the line cuts under (6,7) but also never becomes parallel with or has a greater negative gradient than the (6,7) to (9,-5) section of the line.
