Even though laptops are less powerful I doubt you'll really need that much performance. You'll mostly be surfing, file sharing, watching movies...and of course for studies. However if you are a gamer then go with desktop.

I would go with UTS. I've been through UNSW, USyd and UTS for engineering summer school and UTS seems like a winner. They offer job positions as part of their degree so you come out ahead with the knowledge and experience. Best of Luck!
