The head supervisor was just appeasing the masses so that they'd come back and shop again. Happens all the time in retail because getting the customer to return and buy stuff again often out weighs the cost of the free item. Also it diffuses a situation that can get out of hand.

The biggest problem with the comment is that it is based on the assumption that a high UAI/ENTER is the same as a high level of intelligence, and based on the system we currently have that is simple not true.
