It's more then a precautionary measure, it is practically expected in every single english hsc extended response you do. My teacher told me some other HSC marker tried to argue with the senior marker about the question because it did not specifically state to use techniques but the marker said...

namu im not sure this will help cause i only do chemistry but i am also using my sister's books from like 6-7 yrs ago and i checked and it's only a couple of values such as RTP here and there. nothing overly significant has changed. i think 2001 publication onwards should be fine.
