Implementing some sort of rule that bans high speed chases encourages criminals to drive at increasing speeds. Armed with the knowledge that once they hit a certain limit the police will do nothing, they will try to hit this speed causing arguably more danger...

The final was BY FAR the hardest exam i have ever sat.
Go back and compare the 2006 Final and the 2007 Final for this subject. The difference is like night and day.
You should really stick with 4 units because of the combination of subjects you listed.
