This tends to come out late June/Early July, from memory.
It shows courses which will be offered in 2014, but the cut offs are from previous years, so they may vary next year.
New courses are also shown, usually with a N.C for the atar.
If you want a better estimate of a new course's atar, I'd go to a uni open day and ask. They can be far off depending on if the courses is popular and how many spots are actually offered.
