Actually no it isn't. Almost all of the most liberal countries in the world are Monarchist eg. Australia, New Zealand, Candada, UK, Belgium, the Netherlands, scandinavian countries et cetera.

In contrast most of the world's most conservative nations are Republican eg. US, Ireland, Portugal, Poland
