In some cases that may be true depending on how much training they have or the calibre of the weapon but bullets are at the same time more blunt than knives and in many instances you can actually survive several rounds.
The problem is that those who commit massacres will find newer and innovative ways to harm their victims as much as possible, If they don't have a firearm they'll use homemade bombs or their car as a weapon.
An army knife does more damage than a kitchen knife? Really?You can control knives that are also made only for killing.
