I need to get a laptop, and I just only remembered about the ETR 50% tax refund offer. Since I'm still technically in Year 12 (i.e. haven't signed out of school yet) am I (and everyone else in class of 08) still eligible for it?

Nope only for those on Youth Allowance.

And has to be after July 1st, 2008, and before end of Year 12. I got in, in the 3 month window.

On the laptop I got from it now.

That's for everyone.

You can only get it after it was introduced in the new tax year. And to get it, you need to be in school. Hence it's only 3 month window.

so the start of hsc effectively spelt the end of schooling?

hmm oh well that sucks. I rang my school's office and they had no clue about it, rang ATO since its a tax rebate and they had "limited information" which didn't include any details about technicalities concerning yr 12s, since the act/bill hasn't passed yet.
