Your raw marks get moderated to a 'Total Weighted Mark', (TWM) which factors in varying option questions or different prescribed texts. So, for example, it may factor in that for Chemistry, a 16/25 for Shipwrecks may be equivalent to a 19/25 in Industrial Chemistry (this is just an example). This puts all the subject's marks on an even playing field. This TWM is aligned, based on the total number of marks received by students for that exam that year (so a 70/100 may align to a 90, based on how hard the exam was). This aligned mark becomes the 'Exam Mark'. Your rank has no effect on your Exam Mark.

So then what do people mean when they say first place always gets the highest mark

What gets used for your aligned mark, your raw mark or your total weighted mark?

The student who is ranked first on internals is given a moderated assessment mark equal to the highest exam mark earned by the same school group.

Is that the same for second place and so on?

Yes, only like that for first and last. The students in between first and last share the remaining exam marks according to their ranks and the size of the gap between each pair of students.

They average the top two or three or whatever marks - depending on how many people were equal.

Two equals who get say 98 and 96 on the exams and they are the top two exam marks will get 97 internally so Student 1 will get (98+97)/2 = 98 while student 2 will get (96+97)/2= 97.
