just wondering if anyone could help me out...

i was looking through past crime questions, and when i came to the 2003 HSC paper, parts (b) and (c) stumped me...

the question reads:

"Toney rents a house in the outer city, Sam is 15 years old and lives in the same house. Police are contacted by a neighbour who suspects that Sam is being physically abused by Toney and is taking illegal drugs.

Acting on this report, the police visit the house and find a large quantity of blank credit cards, many machines used to copy video-cassettes, large quantities of drugs which police suspect are destined for overseas markets, and many computers.

When examining the computers in an effort to locate their owners the police discover digital images involving child pornography on many of the computers, together with long lists of international addresses.

The police also learn that Toney is wanted by an overseas law enforcement authority in relation to drug offences."
---
(b) Describes TWO legal measures Australian authorities could use to deal with international crimes identified in the scenario.

(c) With reference to Toney and/or Sam, assess the effectiveness of the legal system in dealing with international crime.

Just some basic ideas would be awesome-give me something to get started.

thanks in advance

(b) Describes TWO legal measures Australian authorities could use to deal with international crimes identified in the scenario.

- extradition
- ICC

(c) With reference to Toney and/or Sam, assess the effectiveness of the legal system in dealing with international crime.

- talk about types of intl crimes, note this is a private intl crime
- features of intl law
- limits - eg: consensual nature of enforcement
- reforms - eg: intro. of ICC

for effectiveness, dont u have to talk about what the syllabus describes as effectiveness?
- equality
- accessability
- enforceability
- efficiency of human resources
- consideration of individual rights

?

I doubt its appropriate to send him to the ICC... thats for more serious stuff eg crimes against humanity, genocide etc.

The most likely outcome is either he is tried here to extradited so one can evaluate the effectiveness of the courts and legislations domestically and comment on the effectiveness of extradition using those criterias in the syllabus
