Kevin Rudd, the former Prime Minister of Australia said that China is the biggest national security risk to Australia in the 2009 National Security White Paper. Do you agree and if so why?

On what basis should it be considered a national security risk? I'm not denying it, however I'd like to see some elaboration on this position.

Every country is at some level a national security risk to Australia. If China is the biggest, what exactly does that mean? Does it mean they are likely to attack us at some point in the future? Or are they simply the most likely on the list of potential threats that probably won't attack us anyway?

In any case I'd think the Chinese would be far more concerned about India and Japan.
