"Convention on Certain Conventional Weapons." Agreed in 1980, Protocol III covers "Prohibitions or Restrictions on use of Incendiary Weapons" which WP falls under. Considering they are dropping this on Gaza which has a population of ~4 000/square km they are probably going to hit a civilian or two.
