Whoa interesting issue you got there...
Ok first things first, we're quite sure that its a firewall issue [Unless you've recently changed your router? or altered certain port settings in your firewall, or in simpler firewalls perhaps an alteration of protection levels? i.e.--> Minumum protection to Max Protect]
First, to make sure that your version of MSN isn't corrupted, I want you to re-download 7.5.311, and save it to a location you know of.

Run the program, apply the necessary cracks/serials. Next, I want you to uninstall your firewall, then MSN Messenger using Your Uninstaller [By simply running the app, and locating your application, it will delete all registry files,etc]
Then, you can either install MSN Messenger first, and try connecting to the internet to see if any issues have been resolved [be sure to do this fast, because heading into the internet without firewall protection poses security risks to your computer, disconnect your internet as soon as you're done checking].
If it does work, then I'd highly recommend you to switch firewalls, Norton is a really big CPU sucker... Download either Sygate Personal firewall Pro, or Look & stop. I use sygate, here's the direct download & crack for it:

If you like you can scan the file contents, but it should be safe. Using Sygate you can easily allow access for specific programs to access which ports, or to block their traffic completely.
