Apparently the government implemented a new system whereby permenant residents and New Zealenders will be required to pay at least 80% (i think) of their fees upfront. These people used to get the same HECS benefits that Australian citizens got. I think (in the newspaper) they said about 3000 people will not go to uni, even though they are academically able to do so.
Would that of changed the marks a bit this year? 3000...still a small number...considering the amount and variety of courses available..?
