just kissing is seen as nothing by most people these days so most people can't understand it. i can see how you're looking at it as from a sex perspective, you want him to be the one and whatever but i don't see it as as much of a big deal. i think it's important for him to be 'the one' when you start going out with him rather than going out with randoms

kissing doesnt have to lead to other things, even if it's hard you can stop yourself

they didnt hug
or hold hands.....like with a friend...

I'm not trying to be a jerk or anything but not kissing before marrige is one of the stupidest things I've ever heard. I understand the people who choose not to have sex but not kissing is just going too far. That's just my opinion.
