An aligned mark of 95 is just as good as 90 for purposes of finding cutoffs. As between the bands it is a linear transformation.

That's right.

But due to problems with the Board rounding off marks, it's better to have more than one point of reference.

We already know that a raw mark of 100% aligns to 100. That's the other point of reference.
