why don't they show some of the stimulus sections? as in it says "awaiting copyright". this is for the pdf past papers not the multiple choice online questions, i mean

Probably because the information contained in the stimulus may not necessarily belong to the BOS. For example, the stimulus may be an extract from a reference book that the BOS has the permission to use, but not necessarily to distribute to the general public. I think

The BOS gets the copyright for a print copy but not for an electronic copy.

This becomes even more annoying for HSC exams where they have 'awaiting copyright' since 2002 and some schools don't have a print copy because they didn't offer the exam that year and can't get a copy with stimulus.
