The process you're talking about here is "aligning" not "scaling".
Giles Gardam (1st in NSW) reckons he got 120/120 = 100 exam mark.
My friend Sunny Wang (9th in NSW) reckons he got 118-119/120 = 99 exam mark.
According to Terry Lee's solutions I should have got 118/120 as well but since I didn't get a state ranking I'll say I got about 116-117/120 = 99 exam mark.
As for how exam marks were scaled in the calculation of UAI, check the scaling report.
If this were any other year, you can probably call whoever getting 118+ a freak (and in most past years top person only gets around 115+, mind you), but not 2007. When you put the least challenging exam paper since the "new" HSC together with the most academically competitive cohort since the "new" HSC, this is what you get.
